The letter is as follow;

Our Ref: 09/GOV-UK/001
Date: April 8, 2009
AN OPEN LETTER
TO
THE GOVERNMENT OF GREAT BRITAIN
  We, the Rohingya (Arakanese) of Burma’s Arakan State are deeply concerned over the Great Britain Government’s silence on oppress rules of Burmese military regime and continuous marginalization of Rohingyas by various refugee actors in country of their refuge.

The worst plights of Rohingya have been installed centuries ago and hosted their problems in courtiers of their refuge for decades. United States and UN agencies and others activist groups have documented to know the world bodies. Rohingyas have been victimized intentionally by both local and country rulers under religious tension, while adoption of an effective legal restriction against human rights, by powerful mechanism is remain undue. And thus, it let to run continuous violations against minorities. That resulted to reach an 86% of a major population in Burma are Burman (Bamar). Besides, several operations against Rohingya minority were forced them to brand as Bengali.

Perception is that unless establishment of Government with full human rights in Burma, regional protection and recognition of fundamental rights will remain uncertain. Beside, the problems of hosting refugees should be solved permanently in term of international standard and its role of custody.

Instead, facing similar violations in host regions and fulfilled marginalization against vulnerability, the results of proposal of regional dimension by implementation partners and stakeholders, the policy of removing from their regions under repatriation act where posting only Rohingyas into origin of their persecution is going to be approved. Actor of refugees also failed to issue mandated identity to Rohingya refugees. Therefore, such partners and such stakeholders should adopt a new policy to meet international obligation that would be helpful to solve their long standing problems permanently in ceasing discrimination in humanitarian field for the Rohingya refugees.

Base on present and the past phenomena, Association of South East Asian Nations (ASEAN) is thinking newly for a new policy to solve Rohingya problems via some artificial visions of removal from their regions and pushing these unfortunate people into origin of their persecution. Thus, the matter was left as an informal agenda in ASEAN summit, while ASEAN failed to set up a mechanism to halt all kinds of human rights abuses, as its objective of priority is “non interference” in its member countries affairs.

In fact, they have their birth rights in political and economy, social, civil and culture, while rights of nationality or citizenship might not be away from further actions that will take place gross human rights violations as not be re-experienced of exercises from bilateral repatriation agreement that signed by Bangladesh-Burma and UNHCR in 1978 and 1992 respectively.
Therefore, we appeal to the Government of Great Britain to uphold the following points:

1.                 To establish rightful governance and laws in Burma’s legislation;
2.                  To recognize the Rohingya as genuine indigenous ethnic of Arakan, and to ensure their equal status of national identity as per their existence in history and eyewitness of British forces;
3.                  To cease all kinds of prosecution, persecution, discrimination, restriction, Burmanization and others;
4.                   To respect religious freedom, movement, speech and others that accorded in various international human rights declarations;
5.                  To bring in an account of regional body to favour for the well being  of Rohingya refugees that only to find permanent solution in order to ensure their basic human rights to citizenship, ethnic identity and human dignity.

As everyone knows, Burma, India, Malaysia, Pakistan and etc. obtained independent from the British Government with a commitment that to gain guarantee of human dignity but failed to enforce the deed yet. In such situation, the Rohingya Arakanese has become the worst victim of human rights abuses, not only in their ancestral homeland but also in those states where there were the rule of Britain existed.
These states may be considered as developed/or developing nations, but concept of modern slavery, colonization, discrimination against other, especially against Rohingya Arakanese is not been changed yet.

Therefore, we are in need of international intervention especially from former ruler of Burma and Government of Great Britain, and leaders of resettlement countries like Canada, Australia, Norway, USA and etc.
We also hope to look into the matter of present situation in Arakan where hundreds of thousands of military forces are being deployed under national security claims that have been taken place excessive human rights abuses against Rohingya.

Regarding the above, we would like to appeal Britain to kindly make responsibility for the Rohingya Arakanese people under your patronization for a period of the establishment of their rights for which the Rohingya Arakanese will be highly appreciated, while they are really waiting to get appropriate action from the Government of Great Britain without further delay.

We look forward for hearing from your good office.

Thank you,
 Sincerely,
